Learn When and How to Request Social Security Number

Understanding What a Social Security Number Is and Why It Matters

A Social Security Number (SSN) is a nine-digit identifier issued by the Social Security Administration (SSA), a federal agency that manages retirement, disability, and survivor benefits. The number follows the format XXX-XX-XXXX and serves as a unique identifier for individuals in the United States. Since its creation in 1936, the SSN has become one of the most important personal identification numbers in American life, used far beyond its original purpose of tracking Social Security earnings.

Originally, Social Security Numbers were created solely to track workers' earnings and contributions to the Social Security system. However, over time, the SSN has become a standard identifier used by banks, employers, the Internal Revenue Service (IRS), schools, medical providers, and many other organizations. Today, an SSN is typically required to open a bank account, get a job, obtain credit, file taxes, or enroll in government programs.

The Social Security Administration issues approximately 30 million new SSNs each year. This includes numbers assigned to newborns, immigrants who become permanent residents, and non-citizens authorized to work in the United States. Each number is unique to one person and, under normal circumstances, remains with that person for life. The government does not reissue numbers even after someone passes away.

Understanding the role of an SSN is important because requesting or obtaining one involves specific procedures and documentation requirements that vary based on your situation. Whether you are a newborn, an immigrant, or someone who has lost their Social Security card, the process differs in important ways. This guide provides information about when you might need to request an SSN and the steps involved in doing so through official channels.

Practical Takeaway: An SSN is a nine-digit number issued by the Social Security Administration that serves as your unique identifier for employment, banking, taxes, and government services. Knowing what an SSN is and understanding its uses helps you determine whether you need to request one and what documentation you may need to gather.

Who Needs to Request a Social Security Number

Several categories of people may need to request a Social Security Number from the Social Security Administration. Understanding which group you belong to helps you understand what documents you will need and which agency or office to contact. The process and requirements differ based on whether you are a U.S. citizen, a lawful permanent resident, or a non-citizen authorized to work in the United States.

Newborns born to at least one U.S. citizen or lawful permanent resident parent can receive an SSN. Parents may request an SSN for a newborn when filing a birth certificate with the state vital records office, or they can request one separately from the Social Security Administration after the child is born. Many states now allow parents to request an SSN at the hospital or birthing center at the time of birth, which simplifies the process considerably.

Immigrants who have been approved as lawful permanent residents (often called green card holders) are required to have an SSN. Similarly, certain non-citizens who are authorized to work in the United States, such as temporary visa holders (H-1B, L-1, or O-1 visa holders) and refugees, may need to request an SSN. The specific authorization status determines whether an SSN can be issued and which documents are needed to support the request.

U.S. citizens who have never been assigned an SSN can request one. This is relatively uncommon but does occur in situations where individuals were born before the SSN system was widely used or where previous applications were not processed. Additionally, U.S. citizens living abroad who need an SSN for employment, banking, or tax purposes can request one through the Social Security Administration's overseas processes.

Non-citizens in certain categories may also be able to request an SSN. This includes certain refugees, asylees, and individuals with specific visa categories that authorize work in the United States. However, not all non-citizen statuses allow for SSN assignment. Checking with the Social Security Administration or an immigration attorney can clarify whether your specific immigration status qualifies you to receive an SSN.

Practical Takeaway: Different groups of people—newborns, immigrants with legal status to work, U.S. citizens without an SSN, and certain temporary visa holders—have different pathways to requesting an SSN. Identifying which group you belong to is the first step in understanding what documents and procedures you will need.

Required Documentation for Requesting a Social Security Number

The Social Security Administration requires specific documents to verify your identity, age, and citizenship or immigration status before issuing an SSN. The exact documents needed depend on your category: whether you are a U.S. citizen, a newborn, a permanent resident, or a non-citizen with work authorization. Having the correct documents ready before visiting a Social Security office speeds up the process and reduces the likelihood of delays.

For U.S. citizens requesting an SSN, you will typically need to provide an original or certified copy of your birth certificate, a state-issued photo ID or passport, and proof of your current address (such as a utility bill or lease agreement dated within the last 60 days). If you are applying on behalf of a minor child, you may need to provide additional documentation proving your relationship to the child, such as a birth certificate or adoption papers. The Social Security Administration does not accept copies of documents unless they are certified copies issued by the government agency that originally created the document.

For newborns, the process is often simplified. In many states, hospitals and birthing centers can submit the information needed for an SSN request directly to the Social Security Administration at the time of birth. Parents are asked to provide consent on birth certificate forms, and the state vital records office handles the transmission of the SSN request. If you choose to request an SSN for a newborn separately, you will need to bring the original or certified copy of the birth certificate, proof of the parent's identity (driver's license or passport), and proof of the parent's address.

For immigrants and non-citizens with legal work authorization, the required documents are more extensive. You will need to provide your passport and evidence of your legal status in the United States. This might include a green card, an Employment Authorization Document (EAD), an approved Petition for Nonimmigrant Worker (Form I-797), or other official immigration documents. Additionally, you must provide a Social Security Administration-approved document to verify your age and identity, such as a foreign passport or national ID card.

For all applicants, the Social Security Administration requires at least two documents to verify identity and age. These documents must be originals or certified copies. The SSA does not accept photocopies of documents unless they are certified copies from the issuing government agency. If you do not have the required documents, you may need to contact the relevant government office (such as your state's vital records office for a birth certificate) before visiting a Social Security office.

Practical Takeaway: Before requesting an SSN, gather original or certified copies of documents proving your identity, age, and legal status. Different categories of applicants need different documents, so verify the specific requirements for your situation before visiting a Social Security office to avoid unnecessary trips or delays.

Where and How to Request a Social Security Number

You can request a Social Security Number in person at a local Social Security office, by mail, or in some cases through an online process. The Social Security Administration has over 1,200 field offices across the United States, and each one processes SSN requests. Visiting in person is often the most straightforward approach because a staff member can review your documents on the spot and let you know if anything is missing or if additional information is needed before you submit your application.

To find the Social Security office nearest to you, visit the official Social Security Administration website (ssa.gov) and use the office locator tool. You can search by city, state, or ZIP code. The website lists the office address, phone number, and hours of operation. Many offices offer both walk-in service and appointments. Making an appointment is often recommended because it may reduce your wait time, though walk-in service is typically available as well. You can schedule an appointment by calling the office directly or by using the online appointment scheduling tool on the Social Security Administration website.

When you visit a Social Security office to request an SSN, you will fill out Form SS-5 (Application for a Social Security Card). This form asks for personal information including your name, date of birth, place of birth, parents' names (if you are a newborn), current address, and citizenship or immigration status. The form also includes a section where you authorize the Social Security Administration to obtain documentation to verify the information you provide
