Understanding Taxpayer Identification Numbers and Who Needs One

A Taxpayer Identification Number (TIN) is a unique nine-digit code issued by the Internal Revenue Service (IRS) to identify individuals and businesses for tax purposes. The most common form is the Social Security Number (SSN), which is issued to U.S. citizens and permanent residents. However, the IRS also issues other types of TINs to people who cannot obtain an SSN, including nonresident aliens, foreign nationals working in the United States, and certain dependents.

The Individual Taxpayer Identification Number (ITIN) is a specific type of TIN designed for individuals who are not eligible for an SSN but need to file taxes or conduct other business with the IRS. According to the IRS, over 16 million ITINs have been issued since the program began in 1996. This number continues to grow as more individuals learn about the program and understand its purpose in the tax system.

Understanding the different types of TINs matters because each serves a specific purpose and comes with different requirements. An SSN is typically issued to babies at birth or when someone becomes a permanent resident. An ITIN, by contrast, is issued to nonresidents and others who file taxes but do not have an SSN. Employers use TINs to report wages and employment taxes. Financial institutions use them to report interest, dividends, and other income. The IRS uses TINs to track tax records and ensure accurate reporting of income.

People in various situations may need a TIN. Nonresident aliens who work in the United States and must file tax returns need an ITIN. Foreign nationals who have U.S. source income—such as rental income from property or investment income—may need an ITIN. Dependents and spouses who do not have an SSN but are claimed on a tax return may also need an ITIN. Individuals pursuing certain financial transactions, such as opening a U.S. bank account or obtaining a mortgage, may find that a TIN is necessary.

Practical Takeaway: Before seeking a TIN, determine which type you may need based on your citizenship status, residency, and whether you have U.S. source income. This will help you understand the correct process and requirements for your specific situation.

How the IRS Issues Taxpayer Identification Numbers

The IRS manages the process of issuing all types of TINs through a structured system designed to verify identity and prevent fraud. For Social Security Numbers, the Social Security Administration (SSA) handles issuance, but the IRS maintains records and uses these numbers for tax administration. For ITINs, the IRS directly issues the numbers through its ITIN application process.

The process of obtaining an ITIN involves submitting Form W-7, Application for IRS Individual Taxpayer Identification Number, along with required supporting documents. These documents must prove your identity, your foreign status or residency status, and your reason for needing an ITIN. The IRS accepts original documents, certified copies, or copies certified by a notary public. Common supporting documents include a valid foreign passport, national identification card, driver's license, or birth certificate. Different combinations of documents are required depending on your specific situation and the country you are from.

There are several ways to submit the ITIN application. You can mail it directly to the IRS along with your supporting documents. You can also apply through an IRS Acceptance Agent, which is a financial institution, tax professional, or charitable organization authorized by the IRS to receive and submit ITIN applications on behalf of applicants. Using an Acceptance Agent can reduce processing time. Another option is to apply in person at an IRS office during tax season. The IRS also has partnerships with certain municipal offices and community organizations to provide in-person ITIN application services in various locations.

Processing time for ITIN applications typically ranges from four to six weeks when submitted by mail. Applications submitted through an IRS Acceptance Agent may be processed more quickly. The IRS will send written confirmation of your ITIN by mail once the application is approved. It is important to keep this letter in a safe place, as you will need it to reference your ITIN on future tax returns and correspondence with the IRS. The letter includes your ITIN, the date it was assigned, and instructions for using your new number.

Practical Takeaway: Gather all required supporting documents before starting the ITIN application process, and consider whether using an IRS Acceptance Agent might reduce your processing time. Keep your ITIN assignment letter in a secure location for future reference.

Required Documents and Information for Obtaining a TIN

Successfully obtaining a TIN requires preparing the correct supporting documents and information. The specific documents needed depend on whether you are applying for an ITIN or an SSN, and on your individual circumstances. For an ITIN application, the IRS requires documentation that proves your identity and your foreign status or residency status in the United States. This means you need at least one document showing who you are and at least one document supporting your legal status or visa status.

Common identity documents accepted by the IRS include a valid passport from your country of origin, a national identification card, a driver's license issued by a state or foreign country, or a birth certificate. The passport is often the most straightforward document to provide because it contains multiple identifying features and is difficult to forge. If you do not have a passport, a national ID card from many countries—such as those issued in Mexico, Canada, or European nations—is also acceptable. In some cases, a combination of documents, such as a driver's license plus a birth certificate, may be required if a single document does not meet the IRS standards.

You will also need to provide documentation of your residency or visa status. If you are in the United States on a temporary visa, you should provide a copy of your visa or a letter from your employer confirming your employment and visa status. If you are a foreign national who has been physically present in the United States for a certain period, you may provide evidence of that presence, such as utility bills, rental agreements, or bank statements showing your U.S. address. Some applicants need to provide a letter from a U.S. financial institution or employer confirming that they have a legitimate business reason for obtaining an ITIN.

In addition to documents, you will need to provide certain information on the application form. This includes your full legal name, date of birth, country of citizenship, and current address. You will also need to specify your reason for obtaining an ITIN—for example, whether you are filing a tax return, opening a bank account, or obtaining a mortgage. Be accurate and truthful on all forms. Providing false information on an IRS form is a federal offense. The IRS verifies information against government records and will contact you if there are discrepancies.

Practical Takeaway: Create a checklist of required documents before you begin your application. Organize copies of your passport, visa, address documentation, and any employer letters in one folder. Ensure all documents are clear and legible, as poor-quality copies may delay processing.

How a Taxpayer Identification Number Affects Your Tax Obligations and Financial Life

Obtaining a TIN has significant implications for your tax obligations in the United States. Once you have a TIN—whether an SSN or ITIN—you become identifiable to the IRS and to U.S. financial institutions and employers. This means that any income you earn in the United States will be tracked and reported to the IRS under your TIN. If you are required to file a tax return, your TIN must appear on that return. If you do not file when required, the IRS may assess penalties and interest on unpaid taxes.

For nonresident aliens with U.S. source income, the filing requirements depend on the type and amount of income. Generally, if you have income from wages, self-employment, or a trade or business in the United States, you are required to file a tax return even if your income is below the standard threshold for U.S. citizens. Some types of income, such as investment income, may be subject to withholding taxes at the source. Your employer or the entity paying you may withhold 30 percent of certain payments unless you provide a valid TIN and claim an exemption based on a tax treaty between the United States and your country. Having a TIN and filing appropriate forms can reduce or eliminate this withholding.

Beyond taxes, a TIN is often necessary for opening a bank account in the United States. Most banks require a TIN to verify your identity and comply with federal anti-money-
